The International Fertilizer Development Center (IFDC) is a public international organization (PIO) governed by an international board
of directors with representation from developed and developing nations. The non-profit center focuses on increasing and sustaining
food and agricultural productivity in developing countries through the development and transfer of effective and environmentally
sound crop nutrient technology and agribusiness expertise.

IFDC North and West Africa is seeking to recruit a Sub-Regional Liaison/Coastal Francophone Bloc for its project “Enhancing Growth
through Regional Agricultural Input Systems (EnGRAIS)” to be implemented in the West Africa sub-region. The Sub-Regional
Liaison/Coastal Francophone Bloc will work closely with the entire program’s team to facilitate the implementation of the program’s
interventions in Coastal Francophone countries covered by the program. Specifically, the SRL for Coastal Francophone countries will
play a very strategic role, especially in the implementation of IR2 (input packages) and IR4 (buy-ins).

The SRL will be supervised by and report to the program’s Policy Specialist / IR1 Team Leader.
The SRL may also be called to perform other duties assigned by the DCoP as deemed necessary to support the achievement of the
project’s overall objective.

Duties and Responsibilities

-Develop and maintain a network of contacts with key partners (governments, private sector, USAID bilateral programs, ECOWAS
Commission, UEMOA Commission, etc.);
-Share all relevant information to IR team leaders (especially IRs 2 & 4) to ensure better management and coordination of EnGRAIS
-Ensure that EnGRAIS implementing partners are properly implementing activities and meeting contractual obligations, including the
judicious use of EnGRAIS funding and timely production and submission of required reports;
-Develop an annual workplans and budget that outlines deliverables and specific targets to be achieved;
-Develop monthly activity and budget planning for activities to be carried out in the Coastal Francophone countries and at the regional
level where applicable;
-Implement planned activities and achieve assigned deliverables for targets for which he/ she is responsible;
-Provide monthly reports or as otherwise determined containing the results obtained and the expected results for the following month
in accordance with the targets set;
-Assist in the preparation of technical and periodic reports of the program;
-Undertake other activities as assigned by the supervisor.

Required Qualifications and Skills

The SRL must demonstrate leadership, regional expertise in program management, and work experience in both the public and private
sectors. He/she must also have experience in developing public-private partnerships (PPPs). Specifically, the SRL will have the

-A Master's degree or equivalent in economics, agronomy, agricultural economics or any other related field;
-At least 5 to 7 years of relevant professional experience, preferably in the fertilizer sector in West Africa;
-Have a good understanding of fertilizer policy issues, subsidy programs and customs regulations in the ECOWAS region;
-Have a good knowledge of the agricultural policy of West Africa;
-Ability to collect, analyze, summarize and compile information and data;
-Ability to develop and maintain a network of contacts as well as be comfortable to discuss with the private sector, authorities and
regional and national partners;
-Ability to work in a multidisciplinary team;
-Excellent knowledge of the computer tools and use (MS Word, Excel, PowerPoint, etc.);
-Oral and written communication skills in both French and English;
-Working knowledge in projects monitoring and evaluation.


- Monthly reports/updates or as otherwise determined on activities progress in the respective countries including recommendations
for a better planning and implementation.

The initial term of the Contract will be twelve (12) months and will be subject to a positive performance evaluation during the first
year. The contract may be renewed subject to satisfactory performance and availability of Program financial resources.
